Kouta isnt any chance to be admitted to mensa and would need a good team around him to advise on council issues.
He would be a figurehead rather than doing any figuring and probably couldnt tell you if Trump was a Republican or a Democrat.
Im sure he would mean well though and as I said given whats come before him he might be a refreshing change in a simplistic way...

At council the Mayor gets the casting vote ............. they can do heaps of damage if they aren't up with the procedures ............ they also control / chair the council meetings with responsibility for oversight and governance.

That's a wish not reality, he could easily be worse than anybody before him, right now it's a coin toss!

All we can do is make subjective assessment based on what we've seen so far.

In some ways, I wonder if a plane Jane bloke like Kouta might be able to shift the balance away from political BS to doing the right thing by the constituents and channel money and resources where its needed most.

At one stage it was the highest paying elected position in Victoria, more than the Premier, not sure if it's still the case but it's top dollars.

That's the motive for the Randoms who apply for the job.
