I believe the Payback Scammer crew report everything to the Feds in the USA who contact their opposite numbers in other countries ie India etc to deal with the scammers. Of Course Russian and Chinese scammers are a lot harder to bring to justice, I believe there is a Russian Payback scammer group who also put Video's on Youtube and try and expose Russian scammers.
