Massive changes would be required and some of them aren’t even currently possible. An example of the latter is campaign finance reform which has been blocked by the Supreme Court. And it’s hard to address voter disenfrancisement, suppression, and gerrymandering when the federal elections are run concurrently with state elections and the states have the responsibility for running them. The French are now on to their 5th Republic IIRC. When they’ve realised the system is broken, they’ve changed it. But it’s much harder to change the US Constitution and the partisan divide makes it impossible.
