Senior coaches would get an opportunity to see it in action and work out strategies to cope with the new approach. We'd all be able to see the benefits, and any problems. It would also probably give the second tier competition a bit of a boost as folks tuned in to see the new rules in action. No doubt there would be a few issues, but it's better to trial it properly and see how it goes than to introduce it at senior level and then have to abandon it because of unforeseen problems.
